Burkina Faso: Captain Ibrahim Traoré confirmed Head of State

 



 

 

At the end of the work of the living forces of the nation held this Friday, October 14, 2022 in Ouagadougou, the Charter of the Transition was adopted and Captain Ibrahim Traoré is confirmed President of the Transition. Several movements of civil society had mobilized, on the sidelines of the assizes, to demand his maintenance in power.

It was at the end of the evening of October 14 that the work of the national meetings ended. The Transition Charter, with 27 articles, was adopted by consensus by the living forces of the nation.

While the appointment of the President of the Transition has been the subject of heated controversy within public opinion, Captain Ibrahim Traoré, author of the coup d’état of September 30, 2022, has been confirmed President of the Transition. It was he himself who signed the charter at the conclusion of the meeting. He must lead this Transition until the general elections are held in 2024.

According to the participants in the work, the debates were stormy on several points in particular, the remuneration or not of the function of member of the ALT, the duration of the Transition.

Some felt that the agenda is too short given the security context. Others, on the other hand, refer to article 19 of the charter which gives the possibility to the President of the Transition and to the members of the Legislative Assembly of the transition to revise the charter.

The charter was finally adopted and sets the duration of the Transition at 21 months. Neither the President of the Transition, nor the Prime Minister nor the President of the ALT are eligible for the presidential, legislative and municipal elections which will be organized to put an end to the Transition.

In the event of a vacancy in the Presidency of the Transition, the functions of the President of the Transition are exercised by the Prime Minister pending the designation of a new President of the Transition.

25 MINISTERS AND 71 MEMBERS AT ALT

The number of members of the future Transitional Legislative Assembly is set at 71 months, including 16 from the defense and security forces, 10 from civil society organizations, 20 for the President, 13 regions, 12 for political parties. The next government of the Transition will be composed of a maximum of  25 ministers.

The preliminary draft charter had however proposed 51 parliamentarians and their function is not remunerated.

After Captain Ibrahim Traoré’s coup, several young people remained mobilized until the national meetings were held to demand his retention as Head of State.

In front of the Ouaga 2000 conference room, where the national meetings were held, hundreds of demonstrators, mainly young people, gathered to support Captain Ibrahim Traoré.

Following the confirmation of the latter at the head of the country, these demonstrators say they are satisfied and wish that the captain does not betray their aspirations.

“I am very happy to learn that Ibrahim Traoré is maintained Head of State. What we have always demanded. I want him to be sincere with the people. We remain mobilized behind him and he must keep us informed of what is wrong, ”said Alfred Nikiema.

For his part, Souleymane Ouédraogo invites the people to mobilize to support the transition of the captain. “We wish him every success in his duties and that he always remains attentive”, he wishes, adding that “as long as he (Ibrahim Traoré editor’s note) does not betray us, we will fight against all those who will try to put a spoke in its wheels”.

 

Me Ollo Larousse Hien is president of the “Hamachiach in you” movement. He says he came to support the youth. For him, “there was no one better placed to lead the Transition than the one who carried out the coup d’etat”.

He invites the captain to stay focused on the urgent secretary of the moment. “There will be a lot of pitfalls in his path because there are certainly people who will not find their interests and will try to hinder them”.

CALLS FOR COOPERATION WITH RUSSIA

During the demonstration which punctuated the national foundations, young people demanded military collaboration with Russia to defeat terrorism.

At the end of the assizes, these demonstrators reaffirmed their wish to see the authorities “cooperate with Russia” to the detriment of France, which they describe as “failure”.

Will these calls from young people be heard by Captain Traoré?

In his opening speech, Captain Marcel Meda, representing the Head of State, Ibrahim Traoré, indicated that “the Head of State would like the process that will be initiated, at the end of the meeting, to be not only inclusive, but also and above all consistent with the deep aspirations of the people”.
